Which scheme is right for you?
Two things decide most of it: how your home is heated now, and your household income. The Boiler Upgrade Scheme is open to any homeowner. ECO4 and Warm Homes Nest are aimed at lower-income households. Green Homes Wales is a loan that can cover what is left.
Boiler Upgrade Scheme

Boiler Upgrade Scheme
The main grant for replacing a fossil fuel boiler with a heat pump. It pays £7,500 towards an air source or ground source heat pump, and since 21 July 2026 it pays £9,000 where the home is heated by oil or LPG and has no mains gas connection. That uplift is confirmed until 31 March 2027.
There is no income test. You need to own the property, have a valid EPC with no outstanding loft or cavity wall insulation recommendations, and use an MCS-certified installer, who applies for the voucher on your behalf.

Welsh Government scheme
Warm Homes Nest
Anyone in Wales can get free, impartial energy advice from Nest, and eligible households can get free improvements, which could include a boiler repair or replacement, a heat pump, insulation or solar panels. To qualify for free improvements, the Welsh Government says you need to:
- own your home or rent it privately (not from a council or housing association)
- receive a means-tested benefit or live in a low-income household, and
- live in a home rated 54 (E) or lower on its EPC, or 68 (D) or lower if someone in the household has an eligible chronic health condition
Applications go through Nest directly. Call 0808 808 2244 (Monday to Friday, 9am to 6pm). If you do not qualify, we can talk you through the other routes.
Lower-income households
ECO4
ECO4 is funded by the large energy suppliers and helps lower-income and vulnerable households make their homes warmer and cheaper to heat. It was due to finish in March 2026 but has been extended, and now runs until 31 December 2026. Eligible households can have insulation, heating upgrades and renewables installed, often at no cost. What happened to the Great British Insulation Scheme?
The Great British Insulation Scheme (GBIS) closed on 31 March 2026 and has not been extended. ECO4 and Warm Homes Nest are now the main funded routes for insulation in Wales.

Green Homes Wales and finance
Green Homes Wales is delivered by the Development Bank of Wales on behalf of the Welsh Government. It offers interest-free loans from £1,000 to £25,000, repaid over up to 10 years, alongside retrofit advice, and can be combined with grant funding. More on our Green Homes Wales page.
Where a grant does not cover the whole cost, we also offer finance options, including interest-free plans over 12 to 36 months. Credit is subject to status and affordability checks.
